I have to put a bathroom in a basement. The floor is concrete with more waves the than Ocean in a North’ester. I thought abuot breaking it up and floating it or breaking it up and pouring a new slab where the bathroom is to go.
Any thoughts and/or suggestions would be appreciated.

Well i would make sure that those bumps are`nt part of your plumbing buried in the floor. If you start breaking it up go easy in those areas if your not sure.You may be better off rasing the floor with wood and creating a new floor, or, there is a cement product in powder form called level best follow the directions on the package and try to level your floor with that.
Sounds like a good place for a tile floor. The installer can simply level the area as he goes.
The highest points can be ground down with a rented concrete grinder.
Tearing out concrete sounds like a lot of work vs. simply floating the area one way or another with a quality product that has teeth enough for a long lasting surface.

Cementitious pourable self leveling compound can do the trick. Follow directions exactly -- measure the water like the directions say, don't do it by eye. It's real easy to do.
Of course your floor will come out as high as (more like 1/8" more than since you have to cover all parts) the highest point in your floor.

You're nuts to even consider breaking up the existing floor/ concrete. Just skim over it to fill in the valleys. For such a small area you are not limited to 1/2". But you can do it in 2 lifts if you prefer. The stuff dries in less than 1 hour.
