Working on a new hose plan that will have wood joist over basement on concrete walls. It will have Poured concrete porch deck & garage floor. My customer wants minimal step (eg 3-4″) from the concrete onto the interior floors.
What is the best way to prevent water seepage back to the floor rim joist & mud sill. I have always used a 30lb felt lapping down below the stem wall. Any one have other good ideas?

If we build and want to do as you have described, we raise the foundation wall so its top elevation is 1-3/4" below mainfloor joist tops, and do as shown in the attached Sketchup pic.
We do a wide mudsill of pressuretreat, ripped to the width of the crete wall (typically 8") and then hang the floor joists with topflange Simpson or Kantsag hangers.
This way we can bring our concrete or stone exterior paving up to the foundation, with no issues of wood decay to consider.
