Im building a shop 24×24. the block is 2 block high in back and 3 block high in front. the only back fill i could find at the time was top soil. i have used a compactor but could tell little change. now should i use rebar or wire? or both?

Howard, more info please. Is the "block" a frost wall? Is it sitting on a footing? How deep is the topsoil fill? How deep between compacted levels?

*im in georgia no worry of freezing. it is on a footer 8 to 10 inches thick. top soil fill 12" deep in front 20". 10" between compact.
*Topsoil not good structural base.Moisture in soil will make as much diff as compacting. Shop implies possibility of heavy equiptment. Pour 6" thick and use both.
*First: topsoil no-no the shop as no weight, the purpose of wire is to control any shrinkage cracking, rebar would have no purpose. By the method you decribe you will proberly pour wet, Most time the wire will end up on the bottom. have you though about fiber, labor be easy, no cutting of wire. a typical slab you could pour a four inch slab, decently dry with fiber and it would hold the world. But because of the topsoil, six inch slab, #5 bar every 12 inches both ways.
