A lady at work had a concrete patio poured, stamped and stained several months ago (5-6 months) and they are not happy with the results. Very blotchy. Now they want to either re-stain or paint over it. Paint is going to be a bad idea. What do I use to remove the old sealer? No, I don’t know what it is.

I don't think stamped concrete is usually acid stained though, but you should be able to get some help there.

Trust in God, but row away from the rocks.
Really big angle grinder.
that why i dont do stain concrete no more, the lady aint happy you dont get paid. stain is a art not a science. you get what you get, cannot make it lighter
That's right. There should be a hardscape designer involved. Some people have no idea what they're gonna get.
Talkign with my friend some more, she thinks they poured and stamped the patio slab one day, and stained and sealed the next day. Sounds like they trapped the moisture under the sealer."Put your creed in your deed." Emerson

Working with concrete finishes is very tricky and best left to the experts. Check a Florida company called "Increte"They have a system for staining concrete, but it involves coating the concrete with a slurry of resin and cement first. After the coating cures, a wash of acid stain is applied. The complete process can take five days. This is what is used in some commercial applications such as stores and restaurants. If done correctly is absolutely beautiful. I don't think staining concrete directly will give a great result. You are better off with dry color trowelled into the wet concrete.
Typical stamped concrete starts concrete with a dye in it.
Then after it is placed it is covered with a colored harderner/release agent and then stamped.
There are diffent types of sealers so there are probaably different methods needed to remove it.
I would start here.
