I have been asked to repair the concrete steps at my In-law’s house. I haven’t seen the steps in a few years and am not sure of their condition. Right now I am over-seas and am trying to get a few ideas together. Here are my questions:
1-I live in Virginia and know the climate changes are a lot more drastic in NY. Is it advisable to replace the concrete steps with a solid concrete foundation and a “Deck-like” set of steps or is Concrete the recommended material for the steps?
2-Besides any obvious signs of wear, degrading concrete or out of level what should I look for to determine the condition of the steps?

Concrete or wood are fine just depends what you like.
As far as looking for problems-
Are they visibly cracked, leaning etc.
One of the more common issues is "Spalling". Basically the
surface flacks off. It can be parged for a short term fix but
No guarantees on that one lasting.
