I’d like to run PVC conduit from the bottom of my meter base to a L-type conduit body and then thru a concrete wall into the garage where my load center will be located. Can I use SE cable for this short run or should I use non-jacketed cable since its inside conduit? This is 200A service in new construction.

Looks like nobody wants to answer your question. Around here, you would not be allowed to use SE cable..but why would you want to anyway?
Unless it is for a commercial use, you would be required to use 2/0 copper in three individual lengths. (3/0 for commercial use.)
