I am looking for information on how to lay out and build a set of spiral stairs from a living area to a loft approx 10 feet from the floor. I am especially curious as to how the hand rail is figured and constructed. appreciate any advice or publications.

Sounds like this is not enclosed at all? Got any more details?
different ares have different codes on tread minimum length & width
as for rail a simple one can be made by laminating 1/4 x 3 1/2 strips x 6 layers thick
use lots of clamps and glue ,plane or router top after glue sets
If your time is worth anything over $1.25 an hour, it would probably be cheaper to buy one.
Check out the ads in the magazine that sponsors this site, Fine Homebuilding. There are at least three or four different vendors in the spiral stair business. Most are 1/4 page or smaller ads.

Check the classifieds in FHB and purchase a kit to install yourself , there's enough knowledge needed to do that , let alone try to build them from scratch.
