have just heard from my daughter that her roommates have put contact paper on some windows for privacy & now need to remove it to receive their deposit back

If it doesn't just peel off, use a razor scraper. The residue should clean up pretty easily with a citrus-based cleaner such as Goo Gone.
I don't think I would use heat because it will make the glue messier.

Use the hair dryer just as you're suggesting. It will work because I do it all the time for such things as those stick on labels that are adhered to practically everything these days. If you just rip off the contact paper without the heat the adhesive film will just remain and you'll have more of a mess to clean up. The heat really helps a lot.
One more thing that my long gone auntie taught me. If you want to remove sticky goo such as pine pitch, use Crisco shortening, the white stuff that comes in tinfoil covered blocks slightly larger that butter. It dissolves the stuff before your eyes. That tip has saved my bacon more times than I can remember.

Late reply, but I use hairdryer too. It softens the adhesive so you can work your way slowly across.. If any residue, hit it with GooGone.
