I have a home sitting on a 4 foot high ICF foundation with a gravel floor. It floods in the spring sitting next to the river, How can i keep the moisture out of the floor above

I think that one you need to ventilate.
but we keep heaters down there in the winter, it would make the floors cold in winter. We are in Atlantic Canada
Well certainly you can put down plastic, but if it floods every year that creates more problems.

Have you looked into something like the instadry system? Their system includes a sump pump with a flood alarm incase the pump fails.
Its a clean looking system. It seal the crawl really well.
