Listeners write in about removing masonry chimneys and ask about blocked ridge vents, deal-breakers with fixer-uppers, and flashing ledgers that are spaced from the wall.

Hey Charles, if you explain what it is you are trying to accomplish, you'll likely get more answers.
Also, are you saying the siding on the house does not stick out as far as the brick veneer below it? Or are you saying there is 2" of airspace between the brick veneer and the blocks behind? I can't tell what you are getting at because I'm not sure what you're trying to do.
If you truely wish to "encapsulate" the crawl, try the link below. It includes photos of "encapsulation" (before launch). ;-)

We are installing a Crawlspace Encapsulation System in the crawlspace. There is air space between the brick veneer and the blocks. If you would like to know what Crawlspace Encapsulation is go to http://www.crawlspace-basementsolutions.com and this will explain to you what it is and why it should be done.
Charles, I'm doing something similar with my project house. Assuming they are sealing the top of the vapor barrier, something to keep in mind is that you don't want the vapor barrier to run right up to the sill. You would be giving termites a hidden path into your house.
And if you are going to completely seal the crawl, you are going to start up the argument between the "sealed crawlspace vs. vented crawlspace" people.

Charlie,I am at a complete loss as to how this air space might effect the sealed crawl.Maybe a pic or a drawing?Rich BeckmanAnother day, another tool.
