I am getting ready to start a deck that has several curves around the perimeter. I will be using pressure treated lumber to frame it , followed by pvc decking and a vinyl railing. How can I frame a curved bandboard simply and accurately? The radius is 6’6″.

Carefully draw your framing on a large sheet of draft paper, and use a compass to draw the arc. Take the dimensions off the drawing.
Easy and accurate - Nope.
Think: 1/2" Preasure treated plywood, laminated to 2" thickness, while wrapped onto formwork having the reqired radii.
Note: Lamination glue needs to be PT friendly.

The PVC decking manufacturers all sell trim boards for the edges of the decking. I don't know if it will bend to that radius easily. If it doesn't you could probably kerf it and it should work.
I don't get the question about the framing. You lay out the curve, run the framing out there, and cut it off where it needs to end. You use extraa blocking and extra framing to make the curve. (Curved PVC trim will need a lot of support)
Yep, either do all the bending with PVC (at least 2 layers) or cut pieces of 2x to fit flat between joist ends and be scribed to the curve. Use blocking rather than a rim joist to space the joists out near the edge. You may want the joists closer together on the end where the curve goes parallel to the joists.

Thanks to all who responded to my question. I think after reading all of the replies, I will run the joists wild, then mark the radius on them. Next I will cut them off and use 2X blocking, rather than trying to laminate strips of plywood together for a bandboard. I'm planning on using Azek decking to cover the curved edge/blocking. Hopefully I can get it to bend to a 6'6" radius without heating it.
