How solid do you want it to feel? I did a 4' cantilever on mine and it's solid enough but I wouldn't go more.
Don't sandwich two pieces... water gets between 'em and it stays wet in there.
Depends on secveral variables....
The local code for live load
The size of the beam and what it spans between posts
What layout spacing the joists are on
How large the deck will be overall. The rule of thumb is that for a deck not supporting any other dead load of structure, you hang back two feet for every foot that you cantilever, but there is a maximum to that. I wouldn't go more than three feet, and that in an area of light live load

There's great rule of thumb advice about cantilevers in the pdf file on this page: Building a Deck: Laying Out and Installing Joists. Doubling joists doesn't make that much difference. In general, you get more stiffness by making joists deeper not wider.
I like to cantiliever a little past the beam when I build a deck so I don`t have to be perfect with my concrete. The only time I cantilievered alot (about 2 or 3 ft) was because there was this huge oak stump where I needed to put my sonotube. There wasn`t any lattice so you could see the cantilever. It looked very strange, like the deck was sailing off in the wind.
Why do you want to cantilever?
