If I were doing it all over again, building an open deck, I'd probably use rubber "peel-and-stick" or some such over the tops of the joists. However, I suspect roofing cement would cause more problems that it would prevent, by damming up water in spots.
Deck joist protection
I used the narrow rolls of peel and stick sold for window installations on my deck. It was very easy to work.
Use .6 CCA (or .8 if they have it) rough sawn "dock lumber" from a marine supplier and don't worry about the water.
I did use the peel and stick to isolate the CaC 4x4 posts from the Simpson clips and all of the CaC framing was done with S/S nails.

Sure, but you can also staple on strips of felt and accomplish the same thing a lot easier. The peel and stick membranes are nice but very pricey.
