My neighbor (cold climate here) has stripped off the old asbestos siding on his house (vintage 50s, 2×4 walls with f/g insulation, may or may not be a vapor barrier).
He’s put a layer of typar over the sheathing, and is screwing new 2×4 studs to the sheathing, and then stuffing unfaced f/g batts between these.
Over this goes another layer of typar, and then vinyl directly on top of that.

I'm nut sure about Typar over Typar, but I would do a couple of things different with his existing insulation method:
1. I would put rip a strip of foam board to go under each 2x4 to give a thermal break. Even a piece of 3/4" plywood underneath his fasteners would put an insulatable gap in.
2. I would dense pack cellulose instead of fiberglass batts.

First thought is that it is not new
Second is that there is a far better way to do what he is doing - he shpould apply full sheets of the foam and then run strapping vertically over them to create a drainage plane. He would have better thermal break insulation with less effort, and the dfrain plane throw in gratis.
And he would only need a single ply of Typar

Should work. But a PITA dealing with windows, etc. Plus I'd be a bit concerned about the lack of sheathing below the vinyl. And if I was doing it I'd probably want to use something other than fiberglass.
Re the two layers of Typar, probably not a bad idea with unfaced FG -- will minimize air infiltration through the FG, improving it's effectiveness. My main concern would be that the outer Typar layer will wear out over time due to wind action, allowing air into the FG.
It's a lot of effort for minimal gain in R value. The inner layer of Typar won't harm, but probably isn't necessary, unless he's opening up more wall than he can close up in a day or so.
I hope he's at least using R-15 and not the cheapo, R-13 garbage.
Rigid foam would be more better.
You all mentioning the negatives of FG insulation missed the fact that this is all an exterior job only. The FG is already there

I mean that he says his neighbor is replacing siding.He stripped it off, and is adding Typar and foam before re-siding the house. The FG is in the stud bays and already in place, so there is no reason to remove or replace it. and double the cost of the job

No foam mentioned. He is applying unfaced FG in the new extended bays..

Hmmm, I don't see any mention of foam by the OP. He said he is adding extra fg on the OUTSIDE of the sheathing.

It sounds like there was a layer of sheathing over whatever was insulating the existing stud bays. Everything that guy was doing was over the exterior sheathing.I also agree that foam is better!
