Hello, I am building a house and wanted to know if dense packed cellulose was a good product for a Diy to install? What I was most concerned with was the moisture content. Is it hard to find a good balance of water to cellulose?

I think you are confusing "dense pack" with wet spray cellulose.
Spray cellulose is applied to open wall cavities with special equipment that adds water to make it stick. There are also special machines involved to scrape off the excess.
Dense pack just means blowing dry cellulose into a cavity at a high density using standard rental blowers available everywhere. Dense pack for new construction requires the walls to be partially closed, or covered with a netting to hold it back.
Dense pack is DIY, spray less likely unless you can obtain the equipment.
