I have plans for a flat living roof with normal i joists epdm and rigid insulation which it says to slope to drain. It does not have sleepers for slope so do you actually step and shape the insulation? Also It has 11 inch parapet walls with steel posts penetrating the metal cap.Should I solder boots into it and counter flash. It says seal penetrations so flashing” properly”would be nice. Thanks in advance

What the heck is a "Living Roof"?

I'll assume you are talking about roof that is covered with dirt and plants? You may want to google for the standard term for this kind of roof (sorry I forgot). I think FHB had a article about this and you may be able to find it.
The roof should have been pitched in the framing stage, but if yours is really flat, you can get foam underlayment you can order to fit your roof. These underlayment are already made with slope, so thickest at one end and thin down to drain. You don't shape these on the site. Rubber roofing suppliers may do this. You must use rubber roofing, anyway. The rubber roofing comes with flashing that you can put around penetrations. Hope this helps.
I have found out that they The roofers actually do shape the foam on site .I have only built roofs with canalles (scuppers of sorts think adobe ) or pitch roofs .so now the penetration of the railing ,Ihave a little time to come up with something maybe looking at commercial work.Oh yes sorry a living roof is a roof that is planted, now they have pods (flats that are preplanted etc.)that you install sections at a time drainage in the roof and all .Thank you
Roofers can also buy wedge shaped slope insulation
The build up can requiore a taller parapet than your designer has allowed.
Also, I see he indiccates a termination strip AND the cap flashing. A termination strip i sused where a proper flashig is impossible or impractical to do. you have a perfect situation. The EPDM can run up the wall and across the top of it under the metl cap flashing
That he does not understand that term strip is not needed tells me he knows little about EPDM roofs so run over the details with the local roofers and listen to their feedback. Myself, I want 8" above the "living" part of this roof.
also on the newel penetrations let the roofers detail that - thewy are the one who have to gaurantee the work. There are variables possible that I can't know from here.
