drilling through joists

Would someone please remind me of the code. I’m actually a cabinetmaker so don’t retain this kind of stuff. I’m putting in under-floor radiant and have to drill 2 1″ holes through each 2×8 (actually 1 1/2 x 7) joist for the pex. How far fron the end of the board and how far from the edge should these holes be? Thanks for your help.
