Drywall on rafters w/ no insulation
Bought rental house. About 1000 s/f. Built in 50’s. Drywall on rafters (no attic) without any insulation between it and the decking. Will be putting new roof on in 1-2 years. Present decking is 3/8 inch. Will likely be redecking. What are options for insulating ceiling/roof?

First off we need to know where the location of the house is to gauge how much insulation might be practical.
By saying 'What are options for insulating ceiling/roof', do you mean now to hold you thru till the redecking or for insulating at the time of the new roof?

how would you insulate at redecking?
Well, since you're talking about insulating at the redecking I'm thinking you plan on leaving it as is for now and then when time, money and opportunity arise in the future you are wanting to do it right for the best return of your investment.
Reason I asked the location of the house after your initial post is the location will affect your options in that greater insulation quality is necessary in a northern extended heating season with colder temps and concerns over AC if a southern clime.
Seeing this house presently has no insulation in the roof and by your description approx.1000 sq ft with no attic, hence the probability of a cathedral roof in a single storey, with a born on date in the 50s, I'm guessing a more southern or southwestern climate.
If so, which in all probability would mean a rather low-sloped roof, original 3/8 plywood decking which is spongy to walk on, and has a history of periodic leaks so odds are what is on there now is rolled roofing?
Concerns over the sheathing having areas of possible rot hence the likelihood of new decking?
If I'm way off on this please correct me so we can get an accurate analysis of the situation.

Only miss on rolled roofing. Atlanta, GA. Low slope 50's. Been raining plenty with no stains yet. Whats your bet on wall insulation? None exists in crawlspace.
The rolled roofing usually gets applied later on in the life of the house after someone gets tired of trying to fix too many leaks.
I'm a northern boy who's worked in the south a little.
Best wait and see is a more knowledgeable soul offers advice.
If not I'll see if I can shoot a couple cans from the hip.

What size rafters youhave?
What size budget you have?
Since this is asmall remntal, i assume minimal on both.
You could blow cellulose or chpped FG BIBs system insulation now, and when you replace tjhe sheathing, if it is not totally mucked up, yopu copuld thenlay new sheathing over the old and keep that insulation in place.

You should consider using SIPs for the roof decking. This will allow continuous insulation across the roof plane instead of insulation between the rafters. Either way, go with foam on a cathedral ceiling.

Seeing you are in a sunny southern climate with a great summer heat intensity hitting the roof, my own 2cents in answer to your question would be to pursue a vented roof.
