edit house plans that are in pdf format
i had the original set of house plans scanned and put on a thumb drive that are in a PDF file, I would like to make some changes to the plans. How would I edit these plans without buying a software package? is there a easy way of doing this with a free program that is available on line

Print them out, lay them on a drafting table, and use lots of WhiteOut. PDFs are not designed to be editable.
You might try what I just did. I have Visio so I printed a drawing I had made to the MS PDF printer (Win 10). Opened that in PDF Reader to confirm it was good.
I have LibreOffice 6.2 (free) so I opened the Visio PDF in LibreOffice Draw. It opened the PDF and converted it to a drawing. I was surprised I could manipulate lines and text. Not perfect put worth checking out.
If you know someone that uses Adobe Photoshop they can use this program to import your file and make changes to it. Then you can send the file to a printer to generate the large prints for you or you can resize it for output on standard size paper.
I have used Home Designer Pro on multiple projects and it is fast to use and easy to save different versions as you proceed. They also have mid level Architectural version that sells for only $199. Money well spent.
