I did taxes for two people were flooded out of their homes. In one case, the outlets in the basement were covered with water and in the other case, the service panel was covered with water.
Both say the breakers did not switch off. The house with the electrical panel covered never lost power! Is this possible? Whats going on here?

It's very possible. That's the good news...
The bad news is that anything that got submerged ought to be replaced. While the wires themselves might be OK, every connection, every device is likely contaminated, and corrosion has begun.
This is especially true with the breakers in the panel; they really need to be replaced.

When I was a kid (late teens, early 20's) some friends and I drove down to see the flooed Ohio River. You could see the street lights with the tops covered by 5 ft of water.

"You must be older than dirt! ;)"No, I am about the same age as dirt.I don't know what happened to it, my sister might have it, but we had a reprint from the CJ about the 37 flood.I have forgotten the details, but he took a boat into a a sub-station or power plant to keep it working.But there have been other floods since 37.When I as at speed we took a tour of a flood pump station on Bluegrass Ck. They said to test the pumps they closed the gates and let the water backup until it was ready to flood Broadway(?).They then could only run of of the pumps for a minute or so.http://tinyurl.com/32o7h3.
