Check the manufacturer's instructions of the unit you plan on installing. I'd guess it would be a hard-wire.
The ones I've seen you just run the wire in the back and use the built-in junction box in the end of the heater.

That's a good question. They should, but don't, make some kind of box type / holder for the wire. It would keep the sheetrock from getting all messed up prior to the heater being installed.
There is no reason that you can't mount a box behind the heater location and keep the wires tucked in.You could also do like they often do for bathroom sconces and under the cabinet lights.Leave a length of feet of wire coiled up BEHIND the sheet rock and keep exact measurements of where it is. Then when installing the cabinets or mirror and know the exact location you punch a hole and pull out the wire..
