I have to place an electric tankless water heater in a closet and in a laundry room. Does anyone know if the heater is just mounted to the wall or if it needs to be boxed into its own separate closet?

One thing you should do is check the specs for clearance to combustables. If it requires clearance then it shouldn't be placed where laundry can be hung against it, etc. Don't know if this is code, but it's common sense.

You need to get the specs on the model you are using and find out what the clearances are. I doubt there is any need to put such a unit in it's own enclosure, but Dan is correct in pointing out that you will probably need to do something to keep clothes or other flammables away from it. Might be good to talk to the building department and see what if any requirements they have.
Like others have said, check with local rules first and keep it away from areas where people can hang stuff on it.
I'm involved in putting in a propane fired HWH now. Couldn't access the local code right away and checked with a local guy who said no restrictions. For kicks, I looked in another book and it said it could not be in a bedroom or bath, or a closet directly off a bath or bedroom. Miminal clearances of several inches. Also, watch out for the ventilation requirements.
