Bought a rental house and am doing some rewiring. When the power was turned on, the gas furnace was not getting power. Moved the breaker to a different spot on the bus and it worked fine. Yesterday, I added a new breaker and put it in the spot where the furnace breaker was previuosly. Didn’t work.
Went outside and saw there was a disconnect below the meter. Flipped it off and back on. When I went back inside, the new breaker in the old furnace slot was working. Added another breaker, in an open spot and it wouldn’t work. Went outside and flipped the disconnect and then it worked fine. What gives?

Sounds like maybe one phase of the main isn't getting solid connection to the bus at your disconnect. Is that an FPE disconnect, by any chance?

See any corrosion anywhere? I'd slather some dielectric grease on all the suspect areas.

You've got a suspect breaker hole. Are other breakers on the same phase working well regardless of the switch-flipping? If not, I would be thinking some oxidation in the switch inself. If so, I would say oxidation in the suspect spot only.
