What is the best way to eliminate a strong mildew odor from a basement? The basement is dry, but feels damp most of the time. There is a french drain around the floor perimeter connected to a sump. There is no evidence of mold growing on anything, just a strong ordor of mildew. Dehumidifers do control the dampness but not the smell. Is there a solution?

Auto-dishwasher detergent is also good, or TSP if you know how to work safely with it.
Bleach also works.
