Depending on the strength you are after, I have seen strawboard based on totally eco-friendly materials. I don't remember the manufacturer though. I can't see why any other type of fibre would not also work.
*One type of strawboard is called Isoboard. Here is their website: http://www.isobordenterprises.com/I've never heard of a formaldehyde-free particleboard, but it may exist. There is at least one formaldehyde-free MDF panel, called Medite. Here's the mfg.: http://www.sierrapine.com/
