Few people understand it. Nobody agrees what it is, how to learn about it, or who's responsible for it. It has never been more important

I've never heard of a wax finish on anything outside. Wax doesn't play well with water. I suspect the finish may be boiled linseed oil if it's something you can scrape ooff with a fingernail.
If it is linseed oil, you can remove it with mineral spirits and a rag, but a ScotchBrite pad works better than a rag.

My kids live up in Bonners - colder, but similar climate to where I'm at over in Oregon. Their door isn't sealed so great, and it's starting to de-laminate (project for dad in the spring!)
I'd strip the wax off and use a spar varnish to seal it. It's make for this application.
