An outside drain at our basement door connects to a perimeter drain emptying into a sump The drain is clogged with sand, and water runs under the basement door. Plumbers have tried to rod the drain,but are afraid of losing their equipment in the drain how do we clear the blockage and keep it from reocurring ?

Afraid of losing their equipment? Maybe someone else could chime in on that one, but it's a new one on me. I'd say call another plumber.

Get a vendor who specializes in cleaning/clearing drains. They usually have a multitude of machines.
I am guessing a jet blaster might work.
But here is something that you can try and it is easy.
Use a wet/dry vac.
Put some water in it.
Then use a something flexable to help stir it up.
Then vac it out.
Repeat.
