I am planning to begin painting the exterior of my house in the very near future. The house has clapboard siding. The paint on the majority of the house is in pretty decent shape. Two sides of the older portion of the house seem to have seen more weathering than the others. The paint is somewhat faded and the clapboards are bumpy to the touch with a raised grain (as opposed to being smooth as is the case with the rest of the house). I should mention that we want to change the color of the house during this painting process. My question is: Do I need to sand or sandblast or plane or scrape or what have you the clapboards that have the raised grain and are bumpy to the touch? The paint is not peeling. Many thanks.

Cedar clapboards are relativly easy to sand. Its your call though. If the bumpy area is totally sound you don't "have" to sand it. Its a matter of taste. If it were me I'd sand it pretty smooth to match the rest of the house.
The roughest thing to sand through will be the old paint because as I'm sure you know cedar is very soft.
A plam sander with 60 then 80 grit should get you there pretty quickly.
Don't forget to use an excellent primer such as Benny Moores penetrating fast drying oil primer. Its expensive but the stuff totally rocks.
I'm on to my 27th gallon so far. Goes on like thinned out glue and when dry I can tell you with all certainty...it ain't goin anywhere for a real long time!!
BE sure to wash the building real well and let it totally dry out before you paint.
I power washed and waited three sunny days. My moisture meter said I was good to go.
