Any ideas for making tin looking ceiling tiles. I know can buy, but budget is not good! Thought about routering acoustical tile, or carving polystrene! Any other thoughts

But, this came to mind. Take a ceiling tile and make an impression in it (on it) using a "mold" you make up out of plywood. You might be able to compress the tile enough w/o ruining the surface...........or not.
Or, use drywall and make another mold and find a way to apply a release agent or something. Mud up the sheetrock and press in the mold..........I really don't think that'll work.
Or, get some thin tin, and make up a mold out of something, use one of those big presses to extrude the tin..........
And I think there's a usual ceiling tile made up to mimmick tin ceiling tiles. Have you priced that out?

You don't have to route acoustical tile. They sell acoustical tile already embossed to look like tin ceilings. No brands off the top of my head, but they are around.
Try this one on for size. It's a 2x2 Armstrong suspended ceiling tile; specifically made to resemble a tin ceiling.
