When siding an outbuilding would it be better to put tar paper over Fanfold insulation and then the siding or would the Fanfold go on top of the tar paper. The Fan fold has small holes, about 1/16″ every 2″ or so to prevent it from blocking vapor transfer and acting as a vapor barrier. Anybody have any thoughts on the proper procedure.

Bump. With all of the opinionated and idiosyncratic individuals that hang around this forum there has to be someone with a point of view.

First, a belated thank you for your advice on the "Am I grounded?" thread; will have an electrician check. As to your question, a puzzler. Both the fanfold and at least #15 building felt are permeable to water vapor. Both repel macroscopic water. Could not find anything last night on a web search regarding advice on which should cover which. Actually made me wonder if you need both...Did think that if using nails, the building felt may potentially seal a bit better around the nails than the fanfold, so maybe it should be on the exterior--but this would be at best a miniscule difference.

No problem on the grounding thing. My pleasure. This sort of mulling over the options and issues is relaxing to me and, as with the slavery thread, it often gives me a chance to collect my thoughts on the subject at hand and keeps up my writing and composition skills.
I did a few searches myself and couldn't find anything relative to the fanfold/tar paper options. The only thing that comes to mind is that tar paper on top would make snapping lines easier. I thought about the tar paper sealing better around the nails than the fanfold but have no real information.
Maybe someone, I'm pretty sure that there are a few, who have handled this situation will be kind enough to share their wisdom and ideas.
...Would that out building be a one holer, or a two holer?...
Well, no one else asked!
