On my jobs it is. Read the instructions on the shingle bundles.
Sorry - misread your question. The main reason is that sometimes the shingles will stick to the sheathing. The sheathing and shingles expand/contract at different rates. The sheathing will win the battle.

It is a slip sheeet that helps shingles last longer and it is cheap insurance if high winds damage shingles, or if water backs up due to wind, ice dams, etc - even heavy rain on a low slope roof.
This photo shows a spot where it was not easy to see that the shingles had been blown off in a wind storm. I could see by the aging of the tarpaper exposed that it had been a couple of months anyway, before they noticed some shingles laying in the yard and called me...
You can also see that the roofer placed his nails too high which is the main reason why the shingles blew off.
So there are two lessons for you - both centered on "Read the instructions on the lable - then follow them!"
