I have part of a basement where there was a second pour of cement. They had already framed it so they put forms around the base of the walls and they are still in place. This left areas between the exposed studs lower than the concrete floor by about three inches. How should these be filled? I’d like to use cement but am concerned it might rot the framing.

Is this an outside studwall (ie, a treated wood foundation), or an inside wall?
These are inside walls.
I think I understand the situation. Seeing as you are stuck with concrete higher than the plate and there is a potential of that area filling with or collecting water and potentially rotting what is there...............
If there is no chance of rot of existing members, I would use a single treated 2x4 stood up on edge to block between the studs if you are thinking you need solid blocking down there for whatever reason.
