I’m finishing a new basement with a suspended ceiling set below all the mechanical ductwork. The problem is that this ceiling will be below the small, high basement windows. How can I make this work and still retain natural light from the windows? Too late to consider dry wall instead.

I like to put a bulkhead around the window-suspended from the joists. You can flair at least the interior long side to help flood the space with what light there is. Keep the outside faces plumb and run your metal around that.

You can get kinda fancy, but even the simplest frame coming straight down in front of the window (2 x 4s on the flat) an inch or two below the wall angle, rocked and taped will give you a nice finish.
I did some on 45 degree angles at my SIL house......she hung her blinds within.....made a nice little valance.
