My questions is this, do I do the drywalling first or the flooring first?

What will the finish floor be made of, wood or cement with carpet or tile possibly.You have to keep in mind that plastering can be a little messy during the process so in other words don`t put down your finish floor until the walls have been plastered, mainly, because the floor needs to be cleaned up when the plasterer is done.Finish carpenter needs to do his work also and the electrician and any body else ie.the painter.

Ceiling first. But wait! Is the wiring done? Don't extend simple make do lighting circuits usually found in unfinished basements by drilling holes through floor joists or running wire to multiple outlets along your wall. Use 5/8" on the ceiling and then 1/2" for the walls. Use screws. You probably have concrete floors. Tyr
I plan to install canned lighting throughout the room. I was going to have an electrician run the wiring. It would be bad to drill through the floor joists to run the wiring? Because it would weaken the joist? How or where will the wires run then?

Get the rock up first....I typically install finished floor just about last.
I think Tyr meant have new electric run....don't just tap into existing bare minimum lighting and outlets.

Right, drilling holes in joists weakens them. Depending on the code in your area specs can change. I don't happen to have mine with me but imagine that a pull chain light was wired in the center of the unfinished room (maybe a 16 foot span for the floor joists). You want those cans spaced every other joist (or every third joist). It would be tempting to tap into that pull chain box and run wire right down the center of the room, putting in cans as you go. Code WILL allow a hole close to where the joist is supported. If the joist is a 2X12 you can bore a little farther from the part of the structure supporting the joist. A 2X10 not so far, etc. I just don't have the code that recites this. So, if (big if) that pull chain circuit can be used to power the new lights you have to tie in the new wire, run it down the pull chain bay to the exterior load bearing wall or the typical load bearing "I" beam on the interior. That is where you bore a hole, string the Romex back down the next bay to your new fixture and back again to the load bearing structure. You might use 20' of Romex to move the power a foot or two if you bored through the floor joist. But, code is really minimal, not "top drawer". Confusing? Join the club. Tyr
