I want to put a flagstone veneer over an old brick front porch. Essentially the brick is sound. The issue is whether to remove the first layer of brick or put the veneer down over the top of the bricks. If I veneerer over the bricks I will only have between 1/4 and 3/4 of an inch for cement. If this adequate? Would you advise acrylic admixture, how about thinset (costly). Would it be better to remove the first layer of brick? Any advice would be much appreciated.

That depends (which is all too common an answer to these sorts of questions).
If there's any way at all to get a picture of this, it would help.
As a guess, if you go over existing brick, you'll want to apply a bonding agent first. Probably an acrylic admixture would be the minimum for using some form of thinset in this application.
But that just fires up more questions--like what's holding the first course of flags "up"? Is there a ledge or lintel to carry the weight? (Hard to just "stick" the stone on just about any building structure, even using a pure epoxy adhesive--have some local experience in this.)
So, more description may be needed, even if just a rough sketch.
