I have a step up to enter the house, there is cedar siding below the step up, and a 1/4 inch space between the porch and the cedar below the step up. There is no flashing between the cedar siding and the porch/step. Water is pouring in rotting the actual sill plate that lays on the block. How would I repair this so water is not entering this space, and divert it off the porch itself all together. Can I fill that space with something as well as flash below the step.

There are a few options, but here's what I'd do.
Remove the step, the siding below the step, and the door threshold. Depending on the type of flooring you have just inside the door, you might want to pull it too, since door openings are a famous path for water infiltration.
Put metal flashing from inside the doorway -- at least a few inches past the threshold if possible -- out and down the sheathing. Go far enough down the sheathing that the flashing either overlaps the next lower course of siding, or until it it below the sill plate (if there's only one course of siding.
If you don't have/can't get flashing that is wide enough in one piece, then use multiple pieces. But be sure to everlap them such that water always ends up outside.
Once the metal is in place, replace the flooring, threshold, and siding.
Unless you're the lead dog, the view just never changes.
