I’ve striped an exterior wall for repair (water damage). There is a 16″ wide piece of aluminum flashing running the length of the wall from the sill up. This flashing is outside the walls felt paper. the flashing is not lapped at the top edge so any moisture on the felt paper is going to run behind the flashing and have a hard time drying. It doesn’t seem right. What is the scoop?

That flashing is a scoop -- scooping up the water and running it into the house.
It's not ALWAYS necessary to lap top over bottom (there are some cases where water can't, for all practical purposes, get in anyway), but it never hurts to do so.
so this is on a roof? with no step flashing? Not quite getting a good mental picture.
