I’d like to know where could I find information about protecting a house from moisture and water infiltration when all exterior walls are single wythe concrete block coated with conventional/traditional stucco. How to flash window sills and door openings?

You say traditional... do you mean there was a single layer of stucco applied directly to the concrete block or that there is tar paper, wire mesh, brown/scratch coat, and finish coat?

Yes, a single layer of stucco appliend directly to the CMU wall, pros-cons?. But I'm really interested in knowing any other recomended ways or procedures to do the stucco over CMU without having moisture-air infiltration problems.
What about windous sills in this type of walls, should them be some kind of precast concrete or similar?.
