I want to turn a flat roof addition (12′ x 14′) into a deck and was wondering what the best way to go about doing that is besides traditional Vinyl decking. The current flat roof was built with no drainage and only roll on asphalt roofing. How do I allow for drainage and still have a usable deck space? Or is Vinyl the only option?

There is nothing traditional about vinyl decking.
Search this forum with the search feature for EPDM and roof balcony and you will find threads worth your while.

I've seen PT 2x4's sleepers tar sealed onto roll roofing and then cedar decking fastened to the 2x4s. I had to tear one up as the new owners wanted to modenize with Duradeck and glass railings. Not sure how old the deck was, I'm guessing in excess of 25 years. To my surprise the materials were all in pretty good shape, including the plywood sheathing underneath the roll roofing. Caveat: I live in a semi-arid area, <12 in. precip annually.
I would note that if I were to this method, I'd build in some slope by ripping long tapered shims to put on top of the sleepers.
