Is some kind of footing at or below the gound level needed to overlay the sides of a concrete stoop with brick ?

Yes, brick needs a footing(except the phony, stick-on type). There are two simple, acceptable ways to support the bottom course. One is to bolt a galvanized angle iron onto the concrete stoop. The other is to actually pour a footing beside it. It needs to have some kind of shear connection to the existing concrete so I would drill some holes and epoxy-in some bolts with a couple of inches imbeddment and a couple of inches sticking out of the stoop and into the new footing section.

Well, to have metal hot-dipped can be relatively expensive, but one can use the galvanizing paint. It does work.
