What's it made of?
sorry no photo, old house looks like concrete, foundation is fieldstone at ground level there is like a water diverting skirt or whatever you call it that is few inches thick and wraps around side of house at an angle so water doesnt seep into basement after heavy rainfall im assuming

Are you saying this skirt is made of concrete? If it is, then hydraulic cement, which expands as it cures (and it cures in about five minutes), is what I would use. If the skirt is mortared field stone, I would re-point with the same kind of mortar (for fear something harder will cause more cracks).

If I understand you correctly in that the ceement is a continuous pour all the way around the building (assuming control or expansion joints have been installed), the hydrualic would be good. But if it doesn't have the joints, the crack is telling you that you need some. In which case, a flexible ceement caulk may be preferrable.
