I’m putting a wall across the front of my under-house carport. The driveway and slab in the carport is concrete. My contractor wants to build the 12″high foundation wall over the existing slab and sealed . I, on the other hand, think the cement should be cut, a trench dug out and poured in below the slab. Keep in mind it’s not a bearing wall.
Both methods will work, sure, but I think his way is an future invitation for water penetration. Who is right?

You are. there is no question. It's your signature on the paycheck. You could probably get by with cutting a key way and inserting a barrier. It might prevent some concrete creep also. If you anticipate a water seepage problem though we might hafe to puy a drainage system to day light around the suspect areas. just a thought. I'm usually out working but i'm a little bit stuck at home helping aloved one recover from a surgery.

You are correct, If you can afford it, and are paying for the dig and repour then stck to your guns. If however he bid the work to do it his way .. be prepared to be charged for the change.
