I always have to cut tails, overhangs are usually 12" with the 2x6 fascia. Tails alone are anywhere from 13" to 18" most of the time on my trusses.

stick : our SUB-fascias usually go on with out trimming tails..
we may shim between teh fascia and the sub-facia
and truss...generally if there is a small overhang we can put our sub-fascia on true wih a few shims
if there is a large overhang we order a little long, snap the plumb / square line and cut them in place

Most of our overhangs are 17" (5" for brick plus 12" beyond) with 2x6 rafters and 2x6 subfascia...we dont cut tails, just shim out subfascia.
With trusses I usually have to cut the tails and then shim, too.
IME, how straight the fascia is is more a function of how straight your walls are.Jason Pharez Construction

We cut the tail in the air when we stick frame. There have been times where we didn't have to cut them, but I prefer to cut them in the air to make them nice and straight. Same thing with trusses, but that's usually because we shorten the overhang from 2' to around 12".
We only make the level portion of the cut at the tail while the rafters are in the racks which is what I'm doing in this pic http://pic9.picturetrail.com/VOL293/2163851/9368298/134001086.jpg
You can see on the left hand side of the garage here that the 12-12 rafters don't have a plumbcut at the tails, but the 4-12 shed dormer I cut the tails because on shorter runs its easier to keep the tails straight. http://pic9.picturetrail.com/VOL293/2163851/9368298/134001102.jpg
Edit: When we stick hips, oftentimes the only cutting that is done is trimming the hip tail. I still string the tails and trim any that are longer than the rest.
