Framing – second story wall set back on joists only
So I’m designing an outbuilding that will have a small second story. I’d like to set the second story back 2ft on one side so that one exterior load bearing wall would not be directly over the first floor load bearing wall.
is there one thing in the codes that allow this? I’m guessing I could up the joists a size and the two ft setback would be fine, but I need permits and don’t want to pay an engineer if I don’t have to.

It’s a bit different, but you can. Your thinking of bumping joist size up is correct. You will need to determine your total load of story above (including roof, snow, wind and etc). You may need to use LVL’s, steel or alternative building material as opposed to wood if loads are too great. Or you can place a beam directly below the 2nd story wall. If your inspectors are like mine they’ll want to see an engineers stamp to pass, so you may need an engineer regardless. Remember the load path will need to continue all the way to the foundation wall, so may need to add structure to first floor wall and joist as well. Many ways to accomplish what you need, but every job is too specific to provide best solution specifically.

It seems like it will add a lot of cost, complexity, and risk.
