I have an 18 year old house in the Northeast with a sinking Garage floor over ten years. I have cut out some inspection holes and the floor is sitting on sand, no air space between floor and sand. The sand appears solid without gaps when probbed. The floor it’self is 4″ thick but cracked. The question is can one overcoat with a new layer or is the only remedy dig it out?

I wouldn't do anything to it until it stops sinking, unless you're getting a big puddle right at the threshold when it rains, because that will eventually rot your door.
My house is 41 years old, and the garage floor and the backfill around the house haven't stopped settling yet.
