all: I am putting in a propane fireplace (probably a heat n glo – 36″) where a wood zero clearance one was.
I would like to run the 5″ b vent straight up into the 8″ double wall pipe that is already there. I am thinking of running the b vent about two feet into the 8″ pipe at the ceiling level and let the exhaust continue up the 8″ from there. do they make a collar reduction for this? I thought of a custom collar? will it work? what are my liabilites?? seems like the exhaust will be minimal…

In a word,NO. you assume all liability. No offense, but it you don't know this, please hire a pro. I hate hearining about deaths caused by carbon monoxide.
Rich - even though the exhaust is going up - you think it could go back down and out a poorly fitted collar? so. to be safe I should shove b-vent up all the way to the top of the existing double wall flue? and then put a collar up there?
The flue has to be sized for the amount of exhaust. If the flue is too big, there may not be enough draft. Then you end up with incomplete combustion and other scary issues.
That is why masonary chimneys need to be lined. They are usally too big for the load and the flue gases may condense before they can exit the chimney and then you have problems with acid eating out the mortar.
If you don't use the proper venting, you have no insurance.
Do it right or don't do it at all.

all - isn't what I propose just like venting a gas appliance into a masonary chimney?
with a sealed connection of course.
You would not only end up with improper draft to pull the CO gases out of the house, but you would also have excess condensation in the cooler flue. That would end up as water staining and other damage someplace in the house.
