I am trying to paper the walls of a motor home. The paper that’s on there looks like large sheets of Contact paper stuck to plywood. Removal is not an option. I’ve tried using vinyl to vinyl wall paper paste, I’ve tried priming the wall with BIN (The BIN sticks very well to the vinyl) and then using the paste. No luck. It takes days for the paste to dry between the two layers of vinyl and then the paper just peals off. The only thing that works that I’ve found is Contact cement. Not the best thing to use to hanging wall paper. No sliding or readjusting with Contact cement. I know this can be done. RV repair shops do this all the time. The ones I’ve talked to won’t share their secrets.

I ran into some wallpaper that simply did not want to NOT pucker at the seams. Ended up having to run wallpaper glue under each seam.
But I have seen plastic wallcoverings done with a sort of contact cement. (Actually more like tile mastic.) Use a notched trowel to spread the mastic, then apply the covering. Since sliding around isn't very practical (not quite as sticky as contact cement, but close), the installers lapped the seams, then used a utility knife (the snap-off kind so they could get a fresh point about every other seam) to cut through both layers and give a close seam. (This of course only works with coverings that have no patterns that need lining up.)
Joe, this job is a pain, but can be done.
1. Prime all walls with kilz, oil base only.
2. Go to your local Sherwin Williams and piek up some R-35 primer. it dries to a permanant tack.
3. Go at it, hang to your hearts content.
Have been hanging paper for the last 20 years and I hate mobile home jobe, you can't pay me enough.
