Skim-coating with joint compound covers texture, renews old drywall and plaster, and leaves smooth surfaces ready to paint.

seems to me that is a niche market, not one to go to the contractor/developer with, not everybody wants one of those setups, the contractor wouldn't want to tie up $500 or whatever in every new house
You need to work direct marketing to the homeowners, once they are in. The old standbys, mail and print advertising would be best in your situation. If your town/county has dog registration tags (in addition to rabies), you can buy a list from the local gov't with all the dog owner's addresses for direct mail.
Door-to-door in the new subs would work too I guess, if it's not a closed neighborhood (gated). If closed, you are out of luck.
....or like my town, where the cops write you a $250 ticket if you sell door-to-door without a town soliciting permit, and they have only issued like three of them in the last five years, so they pretty well lock out door to door sales. I usually meet peddlars/salesmen at the door with phone in hand, and tell them immediately that I'm dialing #733 (not worthy of 911, 733 is non-emerg here), and I bet my goat they don't have a permit, and the cops'll run them out if they are still in the neighborhood when the cops cruise through. :) everyone of them hightails it. hehehe
Have a kickback plan - like 5 or 10% - for referal sales...if $500 system installed, then $25 or $50 is worth a real solid (purchasing) referal....don't confuse with a lead, but link to a finalized sale. Get one sale in a neighborhood, and you have a salesman working for you (depending of course on kwality of work, performance of systems, etc.)
Developer who built my house sent a restaurant gift cert. for $20 for every good referal I sent him for our development (good referal=more than a casual look, serious talk), and offered $500 for any residential construction sale, anywhere. So far has paid the $500 to me three times. I don't think he offers this to everyone, I dunno, but it's made him some good $$ off of me. I don't hesitate to send someone, because I know it can pay off -- I'm not proactive in chasing people down, but I do let it be known who built my house, that I'm happy, and to let him know I sent them there....and I also drop him an email, saying I talked to so and so, and he'd get in touch.
Find the entrance then go in. Seriously, talk to the developer, builder, put out flyers, door to door, send out mailers, newspaper ads, advertise at a local pet store. Take your pick.
Your new best friend should be the sales agent at the development. Get to know him/her, drop off some brochures and business cards, and maybe offer a little "spiff" for each client they refer to you. Some realtors find that to be unethical, but the number that don't find it unethical far outweigh those who do....lol.
