I am remodeling a bathroom , and I am installing a jacuzzi tub, which requires a 220 volts gfci protected according with the installation guide.It is hard wired and in junction box there are two colored wires(one blue and one brown) and one grounding wire(there is no white wire for neutral). I have installed in main panel a double pole breaker gfci protected, connecting the two phases to the slots indicating main load-namely two of those. However after making the connections in jacuzzi’s junction box , the motor refused to start although the voltage tester read hot in both phases.Any clue where the glitch may be(has to do with the gfi breaker?)

If you have voltage at the j-box, the problem is not in the breaker or panel.
Check the pump motor for proper wiring. Let us know if you need to know how to check the motor.
