I’ve been gluing up a bit of TuffBoard lately, a synthetic trim board, rated for ground contact – it’s mostly PVC, with probably some wood flour added in for stiffness.
It comes primed white over the tan material. You can use normal green can PVC glue, but I’ve found it helps to remove the primer with Acetone or laquer thinner in the contact area of the joint. Done that way, the material will break before the glue joint.
On a whim, I tried using the yellow “one step” CPVC glue that claims to be able to be used without primer – has some extra etchant and solvent, I guess.
Whooee! It will glue primered TuffBoard just as strongly as the clear PVC glue with the primer removed.
